CCTV Recap, just highlights or vidoe synopsis

I've scoured the webs for a FOSS script or tool to do the same, but so far no dice:

I have a ton of CCTV footage I have to review for a few dozen CCTV cameras (daily), having something like what you see in the article or on their site would be a godsend! I'd like to process a video file using some "difference" or "motion" finder, have some times stamped to it much like you see in their "rapid recap".

We may end up paying for their software rather than waiting for someone to take up the cause :) But if anyone did, I have ton's of footage I can share if someone were wanting to develop it!
Our cameras are very stationary, light changes over the day in some places so that might be challenging, but it's very gradual so perhaps that can be accounted for. Wind may also change things in the scenes, that is our current leader in the false positive category. Software that showed the differences and times would allow us to zoom to those time frames and examine just those changes rather than watching everything in fast forward and making our eyes bleed.
With more people using Raspberry Pi's, Arduino and more, I bet this would be a welcome addition to a DIY'ers home security system... you could send a GIF or MP4 of the day while on vacation, you'd see the UPS man come and go, the house sitter walk the dog, and the lawn sprinklers pop up on the neighbors lawn etc.

Maybe some way to run "time-lapse" with timestamps overlaid? Need to isolate movement in an otherwise still scene.
