We can integrate feature in the ffmpeg scale filter such that it allows us to use scale filter according to the timestamp of the video something like this :

> ffmpeg -i input.mp4 -vf scale="'if(gt(t,20),320,-1)':'if(gt(t,20),-1,240)'" output.mp4

Where t is timestamp of the input file .

Perhaps zoompan will work for you, or submit a patch to implement the feature for scale.
Get an answer more quickly by providing your actual ffmpeg command and the complete console output. Use the code button to format your command and output or your question will be ignored.
