Maximum Decibel Level in Video File

I'm using:

ffmpeg -i /var/www/CDNFiles/Video_1Web.mp4 -af "volumedetect" -f null /dev/null/ 2>&1

and getting back:

However the "max_volume" is higher than 0.0 dBs. We have about 100 video files we are trying to analyze and we know one of them is considerably higher than the others but many of them bring back 0.0 max_volume ratings. I'm thinking the max_volume, stops at 0. Is this correct, and if so is there a way to detect positive decibel levels?
