MPEG-1/2 does not support 15/1 fps

MPEG-1/2 does not support 15/1 fps

I am trying to start a command that looks like this:

ffmpeg-3.2.4-64bit-static/ffmpeg -i "async:some_rtmp_url live=1" -f mpegts -codec:v mpeg1video -bf 0 -r 15 -codec:a mp2 -ar 44100 -ac 1 -q 1 [url][/url]

and until recently anything was working fine. Now, when I try to start it it says this:

Error while opening encoder for output stream #0:0 - maybe incorrect parameters such as bit_rate, rate, width or height

I am a beginner with ffmpeg, any ideas where the problem could be? Maybe something with the rtmp?
